Under rule 10 any bill not put into study by committee is sent to study by House..and dies so these bills have been acted upon favorably or put into extension.. to debate further date unknown..at the time of extension..sometimes..

Bills in study are subject to Committee .  Bills not sent to a study Committee by March 21 are laid to rest..So if you see a bill not sent to study that bill is dead.  A lot of work goes into changing the legal system of a state.  Bills do not just float in and get approved.  People need to come in and defend a bill, but each call, from the Statewide community is equally tabulated and the sentiment expressed will ultimately kill or ressurect a bill.  Debate on the floor actually defines the community because the Representative is expressing their constituents oppinions. Also the education needed to pursuade the public is primary to support for a bill being passed.
